This RICS document is its 1st Edition dated April 2013 and is a Guidance Note as far as a Chartered Surveyor is concerned and is “Recommended Good Practice”
RICS members are not required to follow the recommendations however:
“When an allegation of professional negligence is made against a surveyor, a court or tribunal may take account of the contents of any relevant guidance notes published by RICS in deciding whether or not the member had acted with reasonable competence”
So a failure to follow the Guidance Note by an RICS member could place them in a difficult situation ...
